FOIA Request to Binghamton University regarding Chinese National students on June 16, 2025.

A Freedom of Information Act (FOIA) request was submitted to Binghamton University by SC New York News, seeking specific records related to Chinese National students. The request, made under the New York Freedom of Information Law, N.Y. Pub. Off. Law sec. 84 et seq., asks for several categories of information preferably in electronic format.

The first request seeks documents or lists detailing all current students who are Chinese Nationals and their respective departments of study. If this information is protected, the requestor asks for a total number of such students and a breakdown by department.

The second part of the request demands documents showing all current Chinese National students along with details about scholarships they receive, including amounts and sources.

Additionally, the third request specifically targets scholarship recipients affiliated with the Chinese Scholarship Council, asking for identification of these scholarships if not covered in the previous request.

Lastly, the FOIA request includes a demand for any university policies or procedures that describe how Binghamton University monitors its students, including Chinese Nationals, to protect intellectual property and other confidential information.

The requester represents SC New York News and The Coalition Opposing Governmental Secrecy. As members of the media committed to transparency and accountability in public institutions, they have requested a fee waiver citing their role in disseminating information to the public.
