Parents and Teens - NY's Graduated Licensing Laws
No more than one passenger under age 21 allowed in a motor vehicle operated by a Junior License holder;
A Junior Permit must be held for a minimum of six months before a Junior License may be issued;
Junior drivers must complete 50 hours of parent certified supervised driving, with 15 of those hours required after sunset, prior to taking the road test;
All Junior drivers must complete the minimum supervised driving time, regardless of completion of a certified driver education course.
All Junior driver license holders may not drive unsupervised between 9:00 p.m. and 5:00 a.m.
Junior driver license holders may drive unsupervised after 9:00 p.m., if they are coming from a school accredited course or coming directly home from work. (They must carry appropriate proof).
For those with Junior Permits:
The person who supervises driving must be at least 21 and have a valid license.
The only passenger in the front seat can be the supervising driver.
There can’t be more than one passenger under age 21, unless the passengers are members of the immediate family. They can have more than one passenger under age 21, only if the supervising driver is the licensed parent, guardian, person in a position of "in loco parentis," driver education teacher or driving school instructor
Every passenger must wear a seat belt.
