Molinaro Demands Hochul Withdraw Plan To Cut Disability Services

Binghamton, NY – U.S. Rep. Marc Molinaro has strongly criticized Governor Kathy Hochul's proposed plan to cut specialized care services for individuals with disabilities across Upstate New York. The focus of the contention lies in the potential reduction of funds from the Consumer Directed Personal Assistance Program (CDPAP), which enables individuals with disabilities and chronic illnesses to have a family member or trusted friend as their caregiver, with reimbursement from Medicaid.

In a letter addressed to Governor Hochul, Rep. Molinaro urged the immediate withdrawal of the proposal, emphasizing the importance of CDPAP in helping people with disabilities achieve independence. He expressed concerns that cutting this program would force individuals with disabilities into the shadows of society or expensive nursing homes lacking specialized care. Rep. Molinaro called the proposed cuts "despicable" and urged Governor Hochul to reconsider her stance, stating, "Governor Hochul, withdraw this plan."

Furthermore, in the letter, Rep. Molinaro highlighted the critical role Designated Representatives (DRs) play in the CDPAP, particularly for vulnerable groups such as children, individuals with intellectual and developmental disabilities, and those facing communication barriers. He underscored the detrimental impact of the proposed ban on DRs, pointing out that it could render many individuals ineligible for CDPAP services, ultimately leading to increased costs and decreased quality of life for those in need.

As a father of a child with a disability and a fervent advocate for the IDD community, Rep. Molinaro urged Governor Hochul to reconsider the proposal and collaborate with lawmakers to ensure that CDPAP continues to operate effectively. He emphasized the importance of personalized and timely care for individuals with disabilities and urged Governor Hochul to prioritize the well-being and independence of New Yorkers with disabilities.

The dispute between Rep. Molinaro and Governor Hochul over the future of disability services in Upstate New York underscores the pressing need to protect and support vulnerable populations, especially in the face of potential funding cuts to essential programs like CDPAP.
