WASHINGTON, D.C. – Congressman Nick Langworthy introduced the Safeguarding Americans from Extreme Risk (SAFER) at the Border Act following the arrest of a Peruvian gang leader in the Southern Tier. This individual, responsible for 23 murders, was released by the Biden-Harris Administration at the southern border.

Langworthy's legislation aims to prevent the Department of Homeland Security (DHS) from paroling migrants identified as Known and Suspected Terrorists (KST) or Special Interest Aliens (SIA). It also grants states standing in federal court to sue DHS if non-compliance with parole prohibition requirements results in harm.

“My constituents are sick and tired of murderers and terrorists popping up across New York State, threatening the safety and security of our communities because of the reckless open-border policies of the Biden-Harris Administration," said Langworthy. "The fact that a 23-time murderer was able to walk freely in our backyard after being caught and released at the southern border is proof of how broken our immigration system has become under this administration."

He added, “The SAFER at the Border Act would curb the Biden-Harris Administration’s dangerous abuse of parole authority, which has allowed over a million illegal migrants—including those from countries with terrorist ties like Iran, Afghanistan, and Syria—to enter the U.S. unchecked."

The legislation includes provisions to:

- Prohibit DHS from granting parole to any migrant designated as KST or SIA.

- Define “Known Terrorist,” “Suspected Terrorist,” and “Special Interest Alien” in U.S. immigration law.

- Allow states to sue DHS if it violates parole prohibition.

- Mandate expedited judicial review for state lawsuits against DHS.

This bill is cosponsored by several representatives including Neal Dunn, Nancy Mace, Ann Wagner, Andy Ogles, Vern Buchanan, Wesley Hunt, Greg Pence, Randy Weber, Andy Harris, Keith Self, Claudia Tenney, Andy Barr, Zach Nunn, Dan Crenshaw, Kevin Hern, Joe Wilson, Jeff Duncan, Kat Cammack, Mike Collins, Randy Feenstra, Andy Biggs, Sam Graves; Mike Lawler; Nicole Malliotakis; Brandon Williams; Anthony D’Esposito.

“It should be common sense: if you're an illegal immigrant that is designated as Known and Suspected Terrorists or Special Interest Aliens you shouldn't be released on parole to roam freely in our country,” said Congresswoman Claudia Tenney.

“President Biden and Border Czar Kamala Harris’ disastrous immigration policies not only reward those who break our laws... they also have deadly consequences,” said Congressman Vern Buchanan.

The Senate companion bill is led by Senator Steve Daines with support from Senators Ted Budd; Mike Rounds; Marsha Blackburn; Ted Cruz; Cynthia Lummis; Cindy Hyde-Smith; Eric Schmitt; Marco Rubio.

“Thanks to President Biden and 'Border Czar' Vice President Harris criminals and suspected terrorists have been paroled into the country," said Senator Daines. "Under this administration our national security is at risk.”

Support for this legislation comes from groups such as Heritage Action America First Policy Institute (AFPI), Federation for American Immigration Reform (FAIR).

“Border security is national security," said Chad Wolf former acting Secretary of DHS Executive Director of AFPI.

"Under Joe Biden Kamala Harris a record number of terror watchlist suspects have been encountered at our southern border,” noted Ryan Walker Executive Vice President Heritage Action.

Joe Chatham Director Government Relations FAIR stated "As a result of catch-and-release policies abuse parole dangerous aliens more likely than ever before slip through cracks."
